ARPA funds is restricted to certain uses including the following:
- Responding to the public health emergency or its negative economic impacts, including assistance to small businesses and nonprofits, or aid to impacted industries such as tourism and hospitality.
- Responding to workers performing essential work.
- Responding to lost revenue due to the public health emergency
- Investments in water, sewer, and broadband infrastructure.
The ARPA Committee shall consist of 14 members appointed by the County Board Chair and confirmed by the County Board, who shall be chosen as follows: Three (3) members from the Eau Claire County Board, One (1) member who is a representative of the business community, One (1) member from town government, One (1) member from city or village government, One (1) member from organizations engaged in diversity, equity and inclusion, and One (1) member from the not-for-profit community or the Community Foundation, One (1) member from the Eau Claire City/County Health Department or the Board of Health, One (1) member from a school board or school administration, and Three (4) Staff including the County Finance Director, Corporation Counsel and County Administrator as well as the Equity, Diversion, and Inclusion Coordinator.
