NEED TO ENROLL? READ THE IMPORTANT INFORMATION BELOW... 

To schedule an appointment to enroll in the Court-Ordered Community Service Program, or to schedule a phone appointment with the Program Coordinator:

  • Use the "Online Appt. Scheduling" link at the top of the page. Using the scheduling link provided at the top of the page allows you to chose a date/time that works with your schedule AND allows you to reschedule appointments if needed.

PLEASE READ the following important information about your Court-Ordered Community Service Program enrollment BEFORE your scheduled appointment.

  • All appointments are done by phone. You will receive a call from the Court-Ordered Community Service Program Coordinator at your scheduled time.

  • You MUST pay the program fee at the time of your enrollment appointment. The amount of the fee depends on the number of hours ordered by the Court and are as follows:
    •  0 – 50 HOURS: $50.00
    • 51 – 100 HOURS: $100.00
    • 101 – 150 HOURS: $150.00
    • 151+ HOURS: $200.00

During your phone enrollment appointment, you will:

  • Discuss agency placement options which are based on your current charges, prior convictions, and your availability.

  • Agree on an agency placement so that a contract outlining a start date, minimum number of weekly/monthly required hours, and a completion date can be determined.

Once your enrollment appointment is complete:

  • The Court-Ordered Community Service Program Coordinator will email you a copy of your program contract and any other necessary documents.

  • You will contact the agreed upon agency to discuss scheduling the hours you need to complete.

  • You MUST submit a time sheet showing the hours you completed by the 7TH OF EVERY MONTH unless otherwise instructed by the Court-Ordered Community Service Program Coordinator.

  • Failure to submit the required time sheet could result in termination from the program. If you are terminated, you will serve any imposed alternate sentence or possibly be required to return to Court.

If you need to reschedule your appointment:

  • You are able to manage your appointment scheduling online.

  • Click on "Manage Booking" (located at the top of the first confirmation email you received)...OR...

  • Click on "Change your appointment" (located at the bottom of the second confirmation email you received).

  • After clicking on either link mentioned above, and you will be able to cancel/reschedule your appointment as needed.

To develop a meaningful way to save tax dollars, address jail overcrowding, and improve our community.

Court-Ordered Community Service Program Background

The Eau Claire Court-Ordered County Community Service Program was created in April of 1998 by Judge Benjamin D. Proctor as a way to improve our community while addressing jail overcrowding.

Adults who are accepted into the program have the opportunity to serve various community agencies, or participate in programming guided by the principles of Evidence-Based Practice, as an alternative to incarceration. More information on Evidence-Based Practices can be found in the "Program Eligibility" section below.

The Court-Ordered Community Service Program supports the traditional sentencing goals of punishment, reparation, restitution, and rehabilitation while simultaneously benefitting the offender, community, victims, and the Court.

Court-Ordered Community Service Program Eligibility

Court-Ordered Community Service is used as a sentencing option for a variety of criminal offenses; which offenses are eligible are governed by Wisconsin State Statutes. The program offers structure, continuity, and consistency for defendants that are enrolled in the program.

Court-Ordered Community Service can also be a requirement of other Court programs (DAGP, JRI-OWI, Treatment Court), or as a condition of Probation and Parole.

Court-Ordered Community Service Program Opportunities

The Court-Ordered Community Service Program coordinates opportunities for program participants to complete their court-ordered hours with non-profit, government, and educational organizations or through Evidence-Based Practices.

After a participant is placed at an approved agency, the Court-Ordered Community Service Program Coordinator provides case management through monitoring the placement, verifying completed court-ordered hours, and e-filing proper documentation with the Court.

In March 2020, the Court-Ordered Community Service Program implemented programming options that allow some participants to complete their court-ordered hours through Evidence-Based Practices (EBP). EBP refers to outcome-focused approaches/interventions that have been scientifically tested in controlled studies and proven effective. EBP implies that there is a definable outcome(s), which are measurable and are defined according to practical realities (recidivism, victim satisfaction, etc.).

Interventions within the Criminal Justice System are considered effective when they reduce offender risk and subsequent recidivism (NOTE - recidivism can be defined in many ways, i.e., re-arrest, re-conviction, parole revocation, return to incarceration, return to prison). When offender risk is reduced, there are fewer victims of crime and public safety is enhanced. New evidence-based programming opportunities are continually being added to the Court-Ordered Community Service Program.

Court-Ordered Community Service Program Time Sheet

The time sheet is used to track completed monthly Court-Ordered Community Service hours. All program participants must turn time sheets in by the 7th day of the Month.

Agency-signed time sheets can be submitted by email, text, mail, or fax. Please call ahead before dropping off a time sheet in person.
