The resources listed on this page are available to all partners within the Eau Claire County Area to support all phases of emergency management: preparedness, response, recovery, and mitigation.

Integrated Preparedness Plan

The Eau Claire County Emergency Management Integrated Preparedness Plan (IPP) contains preparedness priorities and outlines the process designed to build and sustain capabilities tailored to our community’s unique needs. The plan provides our communities with direction, accountability, and coordination. The plan’s priorities encompass goals and objectives that rest primarily with the county, but include collaborative steps that recognize our shared responsibility to prepare, protect, support and assist the whole community. Emergency Operations Plan

The Emergency Operations Plan is enacted whenever a natural disaster or other emergency affects the County. This plan is a tool for the County to accomplish its stated purposes efficiently and effectively, with a minimum of confusion, and with the best interests and safety of our community members in mind. During an emergency or other large-scale event, the Emergency Management Coordinator may open the Emergency Operations Center. Hazard Mitigation Plan

Hazard mitigation is any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. Every five years, our office must review Eau Claire County’s All-Hazards Mitigation Plan. This plan is written alongside several agencies within the County to ensure that Eau Claire County’s buildings, roadways, and other infrastructure are equipped to handle a major disaster. Click here to view the most recent plan.

Emergency Planning and Community Right to know Act (EPCRA)

Under state and federal law, we are required to work with facilities within Eau Claire County that contain hazardous materials over a certain quantity amount. We work with these facilities to write off-site emergency response plans for their facility. These plans are approved by our Local Emergency Planning Committee (LEPC) and are then passed on to local response agencies. These plans are available for public viewing and all LEPC meetings are open to the public. Please contact us if you wish to view them or have any questions.

Continuity of Operations & Continuity of Government (COOP/COG)

As it is the policy of Eau Claire County to have in place a comprehensive and effective program to ensure continuity of essential County functions under all circumstances, this Plan is the viable and executable contingency Plan for the performance of each department’s essential functions during any emergency or situation that disrupts normal operations. This Plan includes Continuity of Government (COG) (i.e., the continued performance of essential department functions and support of County and State Government during emergency or disaster situations) and Continuity of Operations (COOP) (i.e., providing essential functions to customers from a different location, due to the primary facility becoming unusable, for long or short periods of time.

Training & Exercise Opportunities

Eau Claire County Emergency Management provides multiple training and exercise opportunities composed of emergency management courses, drills, as well as functional and tabletop exercises.
